Vita: Malcolm (Mac) Wall


Malcolm (Mac) Wall became KET’s third executive director in June 2003.

January 1999-May 2003/Executive Director, Oklahoma Educational Television Authority
Served as general manager for statewide educational television network licensed to the State of Oklahoma, governed by a 13-person board. Network services include one of the largest volumes of local production among state networks, including a nightly statewide newscast, special events, elections, legislative session coverage, documentaries, arts/culture series, K-12 school services, and college telecourses. OETA consistently ranks in the Top Five PBS metered markets in the nation, averages 1.8 million viewers each week, and serves more than 30,000 member families each year. Currently building facilities to launch DTV services. Served on numerous civic, community, and statewide boards that provide collaboration, extension, and outreach for the network. Worked directly with the Office of State Finance and the Oklahoma Legislature to assure consistent state appropriations for operations and capital.


February 1995-December 1999/Associate Executive Director, Oklahoma Educational Television Authority
Served as second-in-command supervising administration and finance. Duties included research, legal, regulatory, risk management, MIS, personnel, grant writing, budget development, and interface with Legislative staff. Position required interface with FCC, Office of Personnel Management, Office of State Finance, Secretary of Education, and other state agencies. Developed the award-winning public affairs documentary series Stateline.


April 1990-January 1995/Executive Vice President/Chief Operating Officer, WMFE-TV/FM, Orlando, FL
Served the general manager as station manager for the television and radio stations licensed to the community organization operating in central Florida, market #21. Managed strategic planning, membership and audience research, regulatory issues, and grant applications; served on Florida Public Broadcasting Service board; and supported the Campaign for Program Excellence (local capital initiative). Responsibilities included day-to-day operations of both stations, including programming, production, development, engineering, and finance. Oversaw the design and construction of the 46,000-square-foot telecommunications center and a 5-camera mobile production unit. 90.7 was among the most listened-to public radio stations in the nation and included extensive local news along with a music format.


March 1988-March 1990/Vice President for Broadcasting, WMFE-TV/FM, Orlando,FL
Responsibilities included program acquisition, scheduling, promotion, and on-air operations of the radio and television stations of the joint licensee serving east central Florida. Also, all local production, including on-air membership campaign and annual auctions, were assigned to this position. Accountable for division revenue and expense budgets. Developed extensive research initiative using industry consultants for radio and TV. These data were used to reposition both stations in a changing media environment where two other public TV licensees and two non-commercial radio licensees operated.


February 1982-March 1988/Deputy Director for Programming and Production, Oklahoma Educational Television Authority
Served as the chief programming officer for the statewide network and executive in charge of local production, acquisition, scheduling, promotion, and viewer services. Use of quality feature films, British comedies, and audience research supported substantial audience growth. Produced annual on-air membership campaign, including serving as on-camera presenter and managing in-house telemarketing. Provided marketing and distribution for The Lawrence Welk Show to more than 100 public television licensees. Developed and produced Emmy Award-winning instructional series Wordscape for the Agency for Instructional Telecommunications.


April 1980-January 1982/Director of Broadcasting, Louisiana Public Broadcasting
Appointed as the programming and production officer for the six-station statewide network serving all of Louisiana. Duties included program schedule design, program operations, local program production, and coordination of activities with the Department of Education. Began local French-language production and renewed production of Justin Wilson’s Cookin’ Cajun for national distribution.


April 1977-April 1980/Director of Network Programming, Southern Educational Communications Association
Served as senior program officer for this regional trade association headquartered in Columbia, SC. Provided a weekend network program service for public television stations in the Southeast and associate members in eight states. Was responsible for domestic and international acquisitions and screenings for programmers across the region and all related negotiations and distribution of programs via satellite. Served as staff officer for the development of the SECA Center for Instructional Communications, which has become the national ITV distribution service.


February 1970-March 1977/Director—Division of Programming, Mississippi Educational Television Network
Began first job out of college as the program assistant to the associate director and became the youngest state network program director in 1973. Responsible to the executive director for all local production, which included extensive national ITV development and production. The network was honored with the George Foster Peabody Award for educational programming along with many national awards for excellence in educational program content development. Coordinated design of A Life on Paper, the story of William Faulkner, for PBS through a grant from the NEH.
