Kentucky established the CHR in 1960 to monitor the legal rights of Kentuckians. In its early days, its statutory mandate allowed it “to act only as a forum for minority groups in seeking peaceful solutions to racial problems.” Therefore, the commission’s early program consisted largely of research and study. With the passage of the state Civil Rights Act in 1966, though, the CHR was granted enforcement powers in the filing of discrimination complaints.
