Kentucky filmmaker Nell Cox gives students a fly-on-the-wall look at the processes and structure of the Kentucky General Assembly in this documentary, which has been reformatted for classroom use. In three segments of approximately 18 minutes each, the program explains the steps through which a bill becomes a law, illustrating the process with the example of a mental health insurance bill, and follows two other issues through the 2000 General Assembly session: an attempt to reform regulation of large animal feeding operations and a governor-backed bill on day care and early childhood education. Along the way, The Kentucky Legislature: Behind the Scenes explores where ideas for bills come from and the roles of legislators, the governor and other executive branch officials, paid and volunteer lobbyists, and concerned citizens in the legislative process.
