A graduate of the University of Kentucky College of Law, Duncan was elected the 60th chairman of the Republican National Committee in January 2007. During more than 30 years as a political strategist, he has served on the campaigns of five presidents: Richard Nixon, Gerald Ford, Ronald Reagan, George H.W. Bush, and George W. Bush. The Martin County resident is also active in numerous professional and nonprofit organizations, including the Christian Appalachian Project. In the interview, the topics of conversation range from Appalachian small-town life to national political strategizing.
