Patton, a two-term Democratic governor from 1995 to 2003, proposed and championed the successful passage of Kentucky's Higher Education Reform Act in 1997. He has served as president of Pikeville College since 2009. The Kentucky Council on Postsecondary Education is charged with leading the reform efforts envisioned by the 1997 reform act. Patton's term on the CPE expires in 2013.
