As an aid worker stationed in a remote village in Zambia, filmmaker Shantha Bloemen saw more and more unemployed Zambians selling used clothing from the U.S. She discovered that secondhand clothing given away as charity in the West is often exported to Third World countries as part of a multi-billion-dollar business that has wiped Zambian clothing manufacturers out of business. In this documentary, she explores the World Bank's devastating role in directing Zambia's economic policies and some of the underlying reasons why so many Africans remain in poverty.
